The Indo-Korean Joint Programme of Cooperation in Science and Technology facilitates bilateral cooperation between scientists and researchers from the two countries by way of joint R&D projects and technical missions. The Department of Science and Technology (DST), Ministry of Science & Technology of Government of India, and National Research Foundation of Korea (NRF), Ministry of Education, Science and Technology (MEST), the Republic of Korea, are the key agencies dedicated to the implementation of the programme in India and the Republic of Korea (South Korea). This Call for Proposals is to provide for every duly applicants the detail information and procedure about the bilateral cooperation program.
Eligibility
The Programme is open to scientists, engineers, institutions located in India or the Republic of Korea that are engaged in advanced research in one or more of the subject areas listed above. DST and NRF will conduct parallel review of the applications respectively based on the agreed criteria. TO BE CONSIDERED, project proposals must be submitted to both DST and NRF by 5:30 pm local time (respective to each country) on June 15, 2012. Proposals submitted to only one organization (DST or NRF) WILL NOT BE CONSIDERED.
Project proposal must include the name of one Principal Investigator (PI) and a CoPrincipal Investigator (Co-PI) each in both India and the Republic of Korea. The PI and Co-PI are responsible for submitting annual scientific and financial reports in order to ensure continued funding; each project will be funded for a period of three years barring failure to adequately report on or complete project activities. PI and Co-PI are also responsible for the technical and administrative coordination of their projects. PIs and other investigators should either be scientists, researchers, or faculty members regularly
employed by government-recognized universities, academic institutes, or national research and development laboratories or institutes. Neither PI should be retired or planning to retire during the proposed period of the project.
Assessment of applications
All applications received by the notified deadline will undergo a peer review process and Applications must attain a positive rating to be considered eligible for funding. Joint selection of successful applications by DST and NRF will be discussed by the respective nodal agencies and informed by the rankings. Decisions are made by the India-ROK Joint S&T Committee will be final. The following criteria will be taken into consideration for selection of proposals:
- The scientific merit of the collaborative project
- Scientific excellence of the projects
- Mutual advancement of research through the transfer of knowledge and expertise
- Ability of the teams to successfully complete the project
- Expected research outputsthen be referred to an independent advisory panel for consideration and ranking.
Proposal Submission
Korean and Indian applicants shall write a common application to be submitted to both DST and NRF. The common application must be written in English.
Indian applicants for funding should submit completed application form and all relevant, clearly labeled attachments in a single email to the email address: jain.s@nic.in to reach by 5:30 pm on 15th June 2012. An email acknowledging receipt of the application will be provided to the applicant in 3-5 working days. They are also requested to three hard copies to DST by 20th June 2012. It should be ensured that application with identical title has been submitted by his / her Korean counterpart scientist with NRF by due date (Indian side).
Korean applicants must submit one original and ten copies of the project proposal to NRF by 5:30 pm on 15th June 2012. For Korean applicants, a separate application form written in Korean is also required. Please refer to „call for proposals‟ for instructions on completing the Korean-language proposal. (Korean side)
